Software license to ‘skill’: TCS develops state-of-the-art digital portal for NCVET’s modernisation mission

Tata Consultancy Services (TCS) has partnered with the National Council for Vocational Education and Training (NCVET) to launch KaushalVerse, a transformative digital portal designed to democratize skill development and integrate a fragmented regulatory system, while infusing quality assurance and governance across the entire vocational training value chain, a company release says.

KaushalVerse has now streamlined and standardized NCVET’s regulatory processes, a key step towards the modernization and digitization of the regulatory framework for India’s skilling ecosystem.

This launch marks a critical advancement in the government’s commitment to building a transparent, efficient, and future-ready open skilling ecosystem.

Moving away from manual process, NCVET aims to establish its digital backbone through an IT system upgrade to manage its operations, support decision-making, and enhance regulatory functions.

Aligned with the principles of Education 5.0, KaushalVerse integrates intelligent automation, cloud-based infrastructure, secure digital signatures, and seamless online payments.

These features are designed to enhance responsiveness, reduce processing timelines and improve service delivery efficiency.

The portal will play a pivotal role in strengthening regulatory governance, ensuring accountability, and supporting the creation of a skilled workforce aligned with both national development priorities and emerging global demands.

Key objectives of the portal include:

  • Digitizing and streamlining NCVET’s core operations, including the recognition and monitoring of awarding bodies and assessment agencies, the alignment of qualifications with the National Skills Qualification Framework (NSQF), incorporation of the stackable concept in qualifications, facilitation of stakeholder interactions, and grievance redressal mechanisms.
  • Empowering the national regulator to orchestrate complex governance processes, proactively manage risks, and deliver actionable insights, thereby future-proofing India’s vocational landscape and aligning it with global industry standards.
  • Catering to the evolving skilling landscape in the country by offering a scalable and adaptive digital ecosystem that can respond to emerging trends, industry requirements, and workforce dynamics.
  • Introducing flexibility through DigiGov, enabling seamless integration, modular expansion, and adaptability to support policy reforms, new qualifications and stakeholder needs efficiently.
  • Establishing technology driven face-less governance and transparent monitoring environment to support continuous process improvement in the skilling ecosystem, evidence-based decision-making, and accountability across all operational layers.
  • Implementing an adoption process for horizontal and vertical learning units, promoting reusability, reducing redundancy and duplication, and ensuring seamless progression and mobility within the skilling ecosystem.

KaushalVerse, with its scalable, low-code/no-code architecture and deep domain expertise, is designed to seamlessly adapt across similar regulatory bodies and organizations.
