Make in India, for India: BEML, HSL ink pact to develop futuristic technologies to boost marine capabilities

New Delhi: As part of a shared vision to accelerate India’s maritime industrial capabilities, Bharat Earth Movers Limited (BEML) and Hindustan Shipyard Limited (HSL) have entered into a strategic Memorandum of Understanding (MoU) to collaborate on co-creation of advanced marine systems — encompassing innovation, indigenous design, manufacturing and end-to-end lifecycle support, an official press statement recently said.

The MoU was formally exchanged at BEML’s Delhi office in the presence of Shantanu Roy, Chairman and Managing Director, and Cmde Hemant Khatri (Retd), Chairman and Managing Director of HSL.

Mid-July, Shantanu Roy visited HSL and held strategic discussions with Hemant Khatri, which led to a shared vision for advancing innovation and self-reliance in the hard engineering and defence manufacturing sectors.

Building on this alignment, both organisations initiated dialogue for a strategic partnership to jointly develop indigenous systems such as low-bed transportation platforms, dredging machinery, high-capacity cranes, and heavy load transporters — key to strengthening shipyard logistics and marine infrastructure under the Aatmanirbhar Bharat initiative.

This collaboration is set to unlock global-standard capabilities in marine infrastructure and shipyard logistics through the co-development of these advanced engineering systems.

These technologies are critical for supporting both defence and commercial maritime operations. With decades of proven expertise across defence mobility platforms, rail and metro systems, missile components, and mining equipment, BEML is now charting its entry into the marine engineering domain, leveraging its strong foundation in research and development and precision manufacturing.

Shantanu Roy, CMD of BEML, said: “This collaboration marks a defining moment in BEML’s expansion into the marine sector. It is a strategic convergence of two national institutions committed to engineering excellence, indigenization, and strengthening India’s global footprint in maritime innovation. We are proud to contribute to the broader vision of self-reliance in critical technologies while building world-class capabilities for the future.”

Adding perspective, Cmde Hemant Khatri, CMD of HSL, noted: “This MoU marks a strategic leap toward self-reliance and innovation in marine infrastructure. By combining both HSL and BEML’s strengths, we are creating a powerful platform to develop next-generation indigenous solutions for shipyard infrastructure, thereby strengthening India’s maritime capabilities for the future.”

Under the agreement, BEML will spearhead design and development of specialized systems, applying its domain expertise in platform engineering and structural optimization.

HSL, on its part, will accelerate indigenization initiatives and tap into BEML’s robust production capabilities, particularly in the defence and heavy engineering domains.

Together, BEML and HSL are poised to shape the future of India’s maritime capabilities—creating resilient infrastructure, fostering technological independence, and strengthening strategic readiness for both domestic and international stakeholders.
