ICEA, GSA forge strategic alliance to propel India’s semiconductor ambitions on to global stage

Bengaluru: In a landmark move set to redefine India’s role in the global semiconductor landscape, the India Cellular and Electronics Association (ICEA) and the Global Semiconductor Alliance (GSA) on Friday announced a strategic collaboration aimed at deepening India’s integration into global semiconductor value chains.

The announcement, made at a joint press conference in Bengaluru alongside the India Semiconductor Leadership Roundtable, marks a pivotal step in aligning India’s fast-evolving domestic ecosystem with the global semiconductor and electronics industry.

A global bridge for India’s semiconductor growth

The ICEA–GSA partnership is designed to leverage India’s growing pool of semiconductor design talent, emerging fabrication and OSAT/ATMP infrastructure, and strong government-backed policy framework to attract global fabless companies and innovators to co-create in India.

By combining ICEA’s policy and manufacturing expertise with GSA’s international network of semiconductor leaders, the collaboration seeks to foster cross-border cooperation, diversify global supply chains, and position India as a trusted partner in the semiconductor ecosystem.

“India’s semiconductor journey stands at an inflection point,” said Pankaj Mohindroo, Chairman, ICEA.

“With the right policy architecture and global partnerships, we are laying the foundation for a self-sustaining and globally competitive ecosystem. Our collaboration with GSA is a strategic step towards positioning India as a vital node in global semiconductor value chains, where design, manufacturing, and innovation converge,” he added.

India Semiconductor Leadership Roundtable 2025

As part of the partnership, ICEA and GSA hosted the inaugural India Semiconductor Leadership Roundtable at The Leela Palace, Bengaluru — a closed-door dialogue bringing together global and Indian semiconductor leaders, policymakers and industry visionaries.

The roundtable explored how global fabless players can leverage India’s expanding fabrication and assembly ecosystem, nurture domestic design champions, and link local manufacturing to fast-growing sectors such as automotive, consumer electronics and industrial automation.

Building momentum: India Semiconductor Leadership Summit 2026

Taking the collaboration forward, ICEA and GSA will co-host the India Semiconductor Leadership Summit 2026, which will bring the world’s leading fabless companies, design innovators, and technology leaders face-to-face with India’s emerging fabs and packaging units. The summit aims to showcase India’s expanding semiconductor manufacturing base and design capabilities, strengthening its image as the next global hub for electronics innovation.

A vision aligned with India’s Semiconductor Mission

Under the India Semiconductor Mission (ISM), the Government of India has already approved an ambitious ₹76,000 crore (USD 10 billion) incentive package to build semiconductor and display manufacturing ecosystems. Over ₹1.6 lakh crore (USD 18.2 billion) in investment commitments across fabrication, ATMP/OSAT, and compound-semiconductor projects have been sanctioned — a testament to India’s accelerating progress in the sector.

“The ICEA–GSA collaboration is both timely and strategic,” said Amitesh Kumar Sinha, Additional Secretary, Ministry of Electronics and Information Technology (MeitY) and CEO of ISM.

“It connects the global fabless ecosystem with India’s growing design and manufacturing base, creating a pathway for nurturing Indian fabless champions, upcoming foundries, and packaging units. Such partnerships are essential to build trusted global linkages and accelerate India’s rise as a reliable semiconductor partner,” he added.

Industry voices on the partnership

Jodi Shelton, CEO of Global Semiconductor Alliance (GSA), emphasized the transformative potential of the collaboration thus: “At GSA, we believe collaboration is the cornerstone of progress. Our partnership with ICEA and ISM reflects a shared commitment to connect India’s dynamic innovation with the global semiconductor ecosystem. Together, we can empower India’s role in design, manufacturing, and talent — strengthening resilience and shared growth across the entire value chain.”

Dr. Randhir Thakur, Chair, ICEA Semiconductor Leadership Forum and MD and CEO, Tata Electronics, highlighted the growing industry confidence in India’s potential thus: “With strong policy support, India is fast emerging as an attractive destination for global semiconductor advancements. This partnership between ICEA and GSA will accelerate that momentum by bringing the global and Indian ecosystems closer, delivering value to customers, design firms, and manufacturers alike. The domestic semiconductor industry is India’s next growth frontier — offering resilience and competitive advantage to global players.”

The ICEA–GSA collaboration represents more than a partnership — it is a strategic bridge between India’s policy-driven semiconductor push and the global industry’s innovation-led expansion. With talent, technology, and trust at its core, this initiative is poised to shape India’s semiconductor destiny and solidify its place as a key player in the global electronics future.
